Minutes of Zoning Board of Appeals Public Business Meeting

Attendees: Vern Jacob, Bruce Drucker, Roger Putnam, Manny Heyliger, William Nicholson Robert Hankey, Don Palladino, Tom Reinhart and Christine Bates, Committee Secretary
Vern Jacob called the meeting to order at 8:00 am. Building Inspector, Paul Murphy, also attended the meeting.
Jacob questioned Murphy if he would allow Pelletier to live in the Affordable Accessory Dwelling Unit while another dwelling is being built, and Murphy replied he had no problem with it; however, he will require a Special Permit for the new dwelling.
Roger Putnam moved to approve the October 8, 2008 meeting minutes as amended; seconded by Bruce Drucker; passed 5-0.

Roger Putnam moved to approve the October 22, 2008 meeting minutes; seconded by Bruce Drucker; passed 5-0.
Roger Putnam moved to approve the October 2, 2008 meeting minutes; seconded by Manny Heyliger; passed 4-0.
The Board would like Rex Peterson to attend the next meeting to discuss Affordable Accessory Dwelling Units. The meeting is scheduled for December 11, 2008 and arrangements will be made to start the meeting at 6:30 pm at the Senior Center.
There was discussion regarding Articles 5 and 6 and what the Board will require from the applicants. It would be required to have a licensed engineering plan or architect plan for any applications involving the Cape Cod National Park. It was recommended the Board review the current Procedures for filing a Special Permit and also review the Special Permit application to include the new bylaws.
Roger Putnam stated he would like to review the Affordable Accessory Housing Units in Wellfleet and find out if any Special Permits granted are within the guidelines of the program and if enforcement is taking place.
Bruce Drucker moved to adjourn at 8:40 am; seconded by Manny Heyliger; passed 8-0.
